Inside & Out Rules & Regulations
1. Deadline for Entries. The Deadline for “early bird” entry fees for the Inside & Out Tournament shall be Friday, September 28, 2007. All participants must be registered and paid in full by 9:00pm on Friday, October
12, 2007 2. Entry Fees. The “early bird” entry fee for the Inside & Out
Primary Tournament shall be $125 per boat. Any entry after the “early bird” deadline shall be $175 per boat. The Inside Pro Division “early bird” entry fee is $225
(after it becomes $275). 3.
This tournament is Captain’s Choice. There are NO “Weather”
or “Lay” days. In the event the Tournament Committee Cancels the Tournament, 75% of the entry fee and 100%
of TWT fees will be refunded within sixty (60) days of the cancellation date. 4. Check-Out. No checkout required for Tournament boats. Any additional or relevant Tournament procedures will be announced at the
Captain’s Meeting, Friday, October 12, 2007 at 6:30 pm at Morehead Marine. 5. Fishing Times and Boundaries. The Inside Tournament fishing time starts at 7:30 am (weigh-in will close at 4:30 pm).
The Out Tournament
fishing time starts at 8 am (weigh-in will close at 5:30 pm). No lines,
teasers, or cameras in the water before fishing time each day. Fishing Boundary is NC waters 6. Weigh-In. Inside & Out Tournament
fish may be weighed-in at Town Creek Marina, release forms must be turned in at Town Creek Marina during weigh-in times. Please
give tournament boat number to weighmaster to assure accurate accounting records. 7.
Released fish must be attested to by signature of the angler, boat
captain and one crew member on board the boat at the time of the release on the official release form provided by the tournament
committee. Total length and exact time of release must be noted on the release form.
This form must be turned in to the Official Weigh Station the day the fish is released to qualify. To be considered
a release, the fish must be brought to the boat and measured and then must swim away from boat in good condition. 8.
Attempted weight alteration of any fish will automatically disqualify
the boat from the tournament (such as inserted weights, ice, water, etc.). 9.
Scales open at 3:00 pm Saturday, October 13th and close at 4:30
pm for Inside Tournament participants and 5:30 p.m. for Out Tournament Participants. 10. All species must be weighed-in from the boat from which they are caught. No trucking
or overland transportation of fish. Fish must be off-loaded from the boat at designated area ONLY. Any fish not off-loaded
from the boat at designated area will be disqualified. 11. Fish must not be mutilated or darted in any way, except for gaff punctures. 12. These rules must be adhered to or species will be disqualified. IGFA Rules are encouraged. Release of
small fish is encouraged. 13. Inside Tournament has two (2) divisions. The
difference between the Primary and Pro division is the Redfish division. The
primary division must release all redfish. The Pro division is allowed to weigh
one (1) fish per boat. Anglers fishing in the Pro division must have a release
well on the boat. Any Redfish killed during the tournament, for tournament purposes,
will be grounds for disqualification. 14. Inside Tournament Primary & Pro Division Weigh-in/Release instructions: a trout, flounder and redfish, must meet the following specifications (only one (1) fish per species eligible to be weighed): 15. Trout: Must be at least 18” in total
length (TL) – Primary and Pro Divisions 16. Flounder : Must be at least 18” in total length (TL)
– Primary and Pro Divisions 17. Primary Division: REDFISH RELEASE IS MANDATORY!! In order to qualify, each boat must record the length and time of three (3) fish caught. All eligible fish must be slot size (i.e. measure between 18” and 27”) or less. No fish over 27" will be eligible. 18. Pro Division: 1 REDFISH PER BOAT TO BE WEIGHED. MUST BE BETWEEN 18” – 27” (SLOT SIZE). ALL FISH MUST BE BROUGHT TO THE WEIGH-IN ALIVE. Any fish brought to the scales dead, will disqualify the boat from competition. 19. Out Tournament weigh-in instructions: All species being weighed must adhere to State and Federal size regulations. Only one (1) fish per species is allowed to be weighed. Release of others is highly encouraged. HMS permits are
required for weighing applicable species. 20. Any protest must be in writing and submitted to Tournament Headquarters within (2) TWO
hours of last fish weighed on the fishing day. Protests must be accompanied by $200 cash deposit (in the event that the protest
is upheld, the deposit will be returned) 21. All times mentioned in the above rules are subject to the Weighmaster’s watch and his watch only.
The official time of the Weighmaster’s watch will be announced at the Captain’s meeting. 22. All fish must be fit for human consumption. All fish are subject to the scrutiny and
inspection by the Tournament Committee, Weighmaster, and Marine Fisheries Officials. 23. All fish must be caught by rod and reel. 24. Weighed fish will become the property of the tournament unless otherwise directed. 25. Each boat should be represented at the Captain’s Meeting at Morehead Marina 26. In the event two or more fish are of the exact same weight, the fish entered first shall
be declared the winner. 27. For safety purposes, all boats entered must adhere to USCG regulations for their size.
28. A boat may not be replaced after competition begins. 29. Cash prizes to be awarded to the boats with the heaviest fish. In the event that no
qualifying fish are caught in their level, all prize money will be retained and added to the funds donated. 30. Tournament is based on the honor system. 31. Any two or more boats coming together for any reason after fishing time begins may be
disqualified. As safety is of primary importance, the Committee Boats or Tournament Headquarters may grant permission for
exceptions. Any disqualification or violation of tournament rules becomes an automatic overall tournament disqualification
for boat entered. 32. All fish must be brought to weigh station by the boat on which it was caught. 33. Boats are to proceed in an orderly fashion to weigh station. One member of the crew
must remain with the fish to verify weigh-ins. Boats will be tied up in the designated off-loading areas only for
off loading and weighing of fish and crew must depart immediately after off-loading fish and weighing of fish. 34. Only One fish per specie will be eligible for weigh-in.
Release is highly encouraged. Federal and State regulations apply as it
pertains to length (please note Rules #13 thru #15 for weighing/releasing fish). 35. Once officially registered, all entry fees are non-refundable, except as stated in rule
#3. 36. Tournament Committee will monitor VHF Channel 72 37. Any tournament official or tournament sponsor entering the tournament in compliance
with the tournament rules is eligible for any and all prizes. 38. All tournament participants consent and authorize the Tournament Committee, and their
advertising/public relations agencies to use and reproduce names, voices, and/or photographs, whether taken or recorded and
circulate the same for any and all purposes of publicity and advertising of all kinds and descriptions in any and all media
formats. 39. QUESTIONS NOT COVERED BY RULES. The Tournament Rules Committee shall determine the solution to questions or situations and its judgment SHALL BE FINAL. 40. The Tournament Rules Committee reserves the right to refuse entry to anyone. |
