Inside & Out Rules & Regulations

 

PARTICIPATION

Only members in good standing with the Coastal Conservation Association, or its youth organization, the New Tide, during the contestants’ participation in the Tournament and who register for the Tournament and have paid all fees associated therewith shall be participants in the Tournament.

 

RULES

1.        Deadline for Entries. All participants must be registered and paid in full by 9:00pm on Friday, October 16, 2009

2.        Entry Fees. The entry fee for the Inside & Out  Tournament shall be as follows:  $150 per boat - Inside Division(s), $200 per boat - Out Division King Mackerel & $350 Out Division Blue Water.  ALL PARTICIPANTS  MUST BE CCA MEMBERS (Membership is $25/year or $10/year for youth).  Each boat/entry is subject to proof of membership for captain and all crew members)

3.        This tournament is Captain’s Choice. There are NO “Lay” days. In the event the Tournament Committee Cancels fishing for the scheduled day (Saturday) the Tournament will be held the following day (Sunday).  In the event the Tournament cancels the entire event 75% of the entry fee and 100% of TWT fees will be refunded within sixty (60) days of the cancellation date.

4.        Check-Out. No checkout required for Tournament boats. Any additional or relevant Tournament procedures will be announced at the Captain’s Meeting, Friday, October 16, 2009at 6:30 pm at the Crystal Coast Civic Center

5.        Fishing Times and Boundaries. The Inside & Out Tournament fishing time start is 7:00am (weigh-in will close at 5:00pm).   No lines, teasers, or cameras in the water before fishing time each day. Fishing Boundary is NC waters

6.        Weigh-In. Inside & Out Tournament fish may be weighed-in at Portside Marina. Please give tournament boat number to weighmaster to assure accurate accounting records.

7.        Attempted weight alteration of any fish will automatically disqualify the boat from the tournament (such as inserted weights, ice, water, etc.).

8.        Scales open at 3:30PM Saturday, October 17th and close at 5:00pm for ALL participants.

9.     All species must be weighed-in from the boat from which they are caught. No trucking or overland transportation of fish. Fish must be off-loaded from the boat at designated area ONLY. Any fish not off-loaded from the boat at designated area will be disqualified.

10.     Fish must not be mutilated or darted in any way, except for gaff punctures.

11.     These rules must be adhered to or species will be disqualified. IGFA Rules are encouraged. Release of small fish is encouraged.

12.    Inside Tournament Primary & Pro Division Weigh-in/Release instructions:  a trout, flounder and redfish, must meet the following specifications (only one (1) fish per species eligible to be weighed)

Redfish:  Must be between 18" - 27" (i.e. slot)

Trout:  Must be at least 15” in total length (TL)

Flounder :  Must be at least 15” in total length (TL)

13.    Inside Tournament Primary & Pro Division:  Live weigh-in/release of all species is encouraged.  ONE-HALF (1/2) BONUS POINT will be awarded, per species, for successfully weighing in and releasing fish ALIVE.

14.     Out Tournament weigh-in instructions:  All species being weighed must adhere to State and Federal size regulations.  Only one (1) fish per species is allowed to be weighed.  Release of others is highly encouraged. 

King Mackerel Division:  Must be at least 40" in total length (TL)

Blue Water Division:  ALL species must be a minimum of 10lbs/specie

*Note:  It is the responsibility of the angler/boat to obtain any/all federal permits (HMS).

15.     Any protest must be in writing and submitted to Tournament Headquarters within (1) ONE hour of last fish weighed or 6:00PM on the fishing day. Protests must be accompanied by $200 cash deposit (in the event that the protest is upheld, the deposit will be returned)

16.     All times mentioned in the above rules are subject to the Weighmaster’s watch and his watch only. The official time of the Weighmaster’s watch will be announced at the Captain’s meeting.

17.     All fish must be fit for human consumption. All fish are subject to the scrutiny and inspection by the Tournament Committee, Weighmaster, and Marine Fisheries Officials.

18.     All fish must be caught by rod and reel.

19.     Weighed fish will become the property of the tournament unless otherwise directed.

20.     Each boat should be represented at the Captain’s Meeting at the Crystal Coast Civic Center

21.     In the event two or more fish are of the exact same weight, the fish entered first shall be declared the winner.

22.     For safety purposes, all boats entered must adhere to USCG regulations for their size.

23.     A boat may not be replaced after competition begins.

24.     Cash prizes to be awarded to the boats with the heaviest fish. In the event that no qualifying fish are caught in their level, all prize money will be retained and added to the funds donated. 

25.     Tournament is based on the honor system.

26.     Any two or more boats coming together for any reason after fishing time begins may be disqualified. As safety is of primary importance, the Committee Boats or Tournament Headquarters may grant permission for exceptions. Any disqualification or violation of tournament rules becomes an automatic overall tournament disqualification for boat entered.

27.     All fish must be brought to weigh station by the boat on which it was caught.

28.     Boats are to proceed in an orderly fashion to weigh station. One member of the crew must remain with the fish to verify weigh-ins. Boats will be tied up in the designated off-loading areas only for off loading and weighing of fish and crew must depart immediately after off-loading fish and weighing of fish.

29.     Only One fish per specie will be eligible for weigh-in.  Release is highly encouraged.  Federal and State regulations apply as it pertains to length (please note Rules #12 thru #14 for weighing/releasing fish).

30.     Once officially registered, all entry fees are non-refundable, except as stated in rule #3.

31.     Tournament Committee will monitor VHF Channel 72

32.     Any tournament official or tournament sponsor entering the tournament in compliance with the tournament rules is eligible for any and all prizes.

33.     All tournament participants consent and authorize the Tournament Committee, and their advertising/public relations agencies to use and reproduce names, voices, and/or photographs, whether taken or recorded and circulate the same for any and all purposes of publicity and advertising of all kinds and descriptions in any and all media formats.

34.     QUESTIONS NOT COVERED BY RULES. The Tournament Rules Committee shall determine the solution to questions or situations and its judgment SHALL BE FINAL.

35.  The Tournament Rules Committee reserves the right to refuse entry to anyone.
